After a decisive victory in the Bihar Assembly Elections 2025, the National Democratic Alliance (NDA) has announced that it will begin immediate implementation of the promises made in its Sankalp Patra. With Nitish Kumar returning as Chief Minister and the BJP leading the alliance, the new government emphasized that employment generation, women empowerment, education reforms, and infrastructure expansion will be its top priorities.
Senior leaders, including Chief Minister Nitish Kumar, BJP National President JP Nadda, Union Ministers Jitan Ram Manjhi and Chirag Paswan, and other alliance partners, said the people of Bihar will “see visible changes within the first 100 days.”
1 Crore Jobs & Bihar as a Global Skill Hub
With the NDA now in power, the government has confirmed that the promised 1 crore jobs and employment opportunities will be rolled out through government recruitment drives and large-scale private sector partnerships.
Key immediate actions:
- Establishment of Mega Skill Centres in every district.
- Launch of a statewide skill census to map youth talent.
- Development of Bihar as a Global Skilling Hub to prepare workers for both Indian and international markets.
Officials stated that the job creation roadmap will be made public soon.
Women Empowerment: From Lakhpati Didis to Mission Crorepati
Women empowerment remains one of the strongest pillars of the NDA’s governance plan.
Implementation commitments:
- Under the Mukhyamantri Mahila Rozgar Yojana, women will receive up to ₹2 lakh to start businesses.
- The government has set a target to create 1 crore “Lakhpati Didis”—women earning more than ₹1 lakh annually.
- Mission Crorepati will be launched to support successful women entrepreneurs and help them scale to ₹1 crore turnover.
Officials have indicated that the first set of beneficiaries will be announced within the next few months.
Support for Extremely Backward Classes (EBCs)
To strengthen socio-economic equity, the new NDA government will begin implementing targeted support for EBC families.
Upcoming measures:
- ₹10 lakh assistance to families belonging to EBC professions.
- Formation of a high-level committee, headed by a retired Supreme Court judge, to evaluate the conditions of EBC communities and recommend development strategies.
This committee is expected to begin work immediately.
Farmers’ Welfare: Karpoori Thakur Kisan Samman Nidhi
The NDA has confirmed that every farmer in Bihar will receive ₹3,000 per crop season, totalling ₹9,000 annually.
Other promised steps now being initiated:
- Procurement centres for paddy, wheat, pulses & maize at every panchayat.
- ₹1 lakh crore investment in irrigation, warehouses, food processing and rural agri-infra.
- Expansion of dairy and fisheries through the Bihar Milk Mission and new fisheries clusters.
Infrastructure Push: Expressways, Rail Modernisation & Metro Expansion
Transforming Bihar’s connectivity is a major agenda for the newly elected NDA government.
Key infrastructure projects set for rollout:
- Construction of seven new expressways under the Bihar Gati Shakti Master Plan.
- Modernisation of 3,600 km of railway tracks.
- Launch of metro services in four new cities.
- Expansion of Amrit Bharat Express and NaMo Rapid Rail services.
These projects are expected to attract substantial investment and boost mobility.

‘Panchamrit Guarantee’ for the Poor
Within its welfare blueprint, the NDA has committed to fulfilling the Panchamrit Guarantee, which includes:
- Free ration
- 125 units free electricity per household
- Free healthcare up to ₹5 lakh
- Construction of 50 lakh pucca houses
- Social security pensions for eligible families
Implementation guidelines are expected in the government’s first cabinet meeting.
With Victory Secured, NDA Prepares for Delivery
Deputy Chief Minister Samrat Choudhary stated that the people of Bihar have voted for “development, stability, and delivery.”
He reaffirmed that the NDA is ready to translate its Sankalp Patra into ground-level action.
Voting took place in two phases on November 6 and 11, and results were declared on November 14, giving the NDA a strong mandate to govern.
